Houston Livestock Show and Rodeo Privacy Policy

This Privacy Policy describes the privacy practices for the Houston Livestock Show and Rodeo™ websites and mobile apps including www.rodeohouston.com and www.hlsr.com  and the RODEOHOUSTON mobile application (collectively referred in this policy as “Rodeo Sites” or “Sites”). The Houston Livestock Show and Rodeo (referred to herein as “HLSR,” “the Rodeo,” “us,” “we” or “our”) is committed to respecting your privacy rights when visiting our Sites. Customers, contestants, donors, entrants, members, exhibitors, media, job applicants, sponsors, volunteers and other visitors to our Sites are referred to in this Privacy Policy as “you,” “your,” “member,” “user” or “visitor.” To inform you about our privacy practices related to your Personal Information, the Rodeo describes our privacy practices below in this HLSR Privacy Policy (“Privacy Policy”).

This Privacy Policy is incorporated into our Terms of Use Agreement for the Sites and when you agree to the Terms you are acknowledging that you have read, understand and also agree to this Privacy Policy.

INFORMATION COLLECTED

Information You Provide to Us: While visiting or using any parts of the Sites we may ask you to register or provide information to us that identifies you individually (referred to herein as “Personal Information”). We collect and process Personal Information for the following purposes:

  • Ticket, auction or merchandise purchases
  • Volunteer at any of our events
  • Exhibit at or Sponsor our events
  • Participate in an All Breeds Sale or an HLSR auction
  • Enter a competition (i.e., Bar-B-Que, Horse Show, Calf Scramble, International Wine Competition, Round Up and Best Bites), promotion or sweepstakes
  • Become a member of HLSR or create an account on our Sites
  • Apply for or learn about scholarships and grants
  • Fundraise and Donate to HLSR
  • Receive updates on news, events, and offers
  • Respond to any of your inquiries or Guest Services requests
  • Apply for or learn about HLSR employment
  • Receive magazine either by email or US Mail
  • Accessibility information and requests: we may process Personal Information, related to an accessibility request. HLSR does not accept or process any consumer health information via the Sites.

Customer Support through chatbots on our Site Satisfi is providing customer service through a chat box by sifting through the Site that use AI to respond to your questions.

Information Collected from Other Sources: We obtain email lists and other contact information from our affiliate HLSR Community Coalition and third-party sources. We acquire this information to learn more about you, including how best to interact with you and to identify people like you that may be interested in hearing about HLSR, our events, programs and activities. We may collect the following categories of information from third-party sources:

Contact. For example, your telephone number, physical and email addresses, or social media handles.

Demographic. For example, your age, gender, race and location for assessing interest in our events and activities.

Interests. For example, any information about interests in agriculture, rodeos, livestock, and western heritage.

Financial. For example, estimated household income, real estate or business holdings, or estimated assets and salary, which may include information inferred from publicly- and commercially-available data for engaging current and identifying prospective donors.

Automatically Collected Information:  We (or our authorized service providers) or third parties may also automatically collect contact, device, session and interaction information about you when you visit the Sites by dropping cookies or similar technologies, including the following categories of information:

Contact. For example, your email address or telephone number.

Device identifiers. For example, your phone model, phone carrier browser version, or operating system you use to browse our sites.

IP Addresses. log IP addresses, or the location of your computer on the Internet, for systems administration and troubleshooting purposes, and to determine site usage.

Interaction Information. For example, the content you click on, the amount of time you spend on our websites, or the referring URL.

Location Data: We will request your permission before our apps access precise location data for your mobile device, generally when you first launch our apps. If you have previously consented to our app accessing precise location information, you may revoke that permission at any time through your device’s operating system location preference controls. You may also stop our access to precise location data by following the standard uninstall process to remove our apps from your device.

Inferred Data: We may use the data that we have collected – directly from you, received from others, and automatically – to combine, compile, and infer new information about you. We and our service providers may infer the following categories of data: contact information, demographic information, financial information, interaction information, and preferences. Please note that some state privacy laws afford residents the right to opt out of profiling or automated decision-making that have legal or similarly significant impacts; we do not conduct these activities.

WHAT ARE COOKIES?

Cookies are small files placed on your browser that can be used to uniquely identify you and record information about the websites you visit — and other technologies, such as web beacons, clear gifs, and single-pixel gifs, that use embedded code in our Sites to record details about your use of those Sites, like whether you opened clicked on a link.

Our Sites collect and process a range of information about visitors to enable functionality and to deliver requested services. In addition to information we automatically collect for our purposes (see above Automatically Collected Personal Information), our Sites include links to links to other websites operated by third parties (e.g., our sponsors, affiliated organizations, our partners, third-party payment processors), embedded media (e.g., YouTube videos), and embedded third-party social media applications that may collect information about you when you choose to interact with them. When you access this content, you are interacting directly with the third parties, whose data collection and other processing activities are governed by their privacy policies, and not by this Privacy Policy. When you view embedded media or interact with embedded third-party applications — hosted on other platforms, but viewable through the buttons we provide — you will remain on our Sites but you will be interacting with these third party’s online environment. In these instances, we make clear that you are viewing external content when you click on buttons.

We also use third party cookies for targeted or interest-based advertising for us. We may also use other technologies, such as web beacons, clear gifs, and single-pixel gifs, that use embedded code to record details about your use of our Sites, like whether you watched a video, opened an email or clicked on a link.

WHY DOES THE SITE USE COOKIES?
HLSR uses cookies to operate and optimize our Sites, for security and fraud prevention and to analyze and track usage of the Sites and to further personalize your experience when you are visiting the Sites. By tracking usage, we can best determine what features of the Sites best serve the users. We may also use cookies to connect you with social media pages and for targeted advertising for us.

What types of cookies do we use?

The specific types of cookies served through our Sites and the purposes they perform include:

Essential website cookies: These cookies are strictly necessary to operate our Sites and provide you with services and content available through our Sites.

Performance and functionality cookies: These cookies are used to enhance the performance and functionality of our Sites but are non-essential to their use. However, without these cookies, certain functionality may become unavailable or you may not be able to access certain parts of the Site.

Analytics and customization cookies: These cookies collect information that is used to aggregate form to help us understand how our Sites are being used. We use Google Analytics for this purpose.

Targeted Advertising cookies: These cookies are used to make advertising messages more relevant to you. They perform functions like preventing the same ad from continuously reappearing, ensuring that ads are properly displayed for advertisers, and in some cases selecting advertisements that are based on your interests. Social networking cookies: These cookies are used to enable you to share pages and content that you find interesting on our Sites through third party social networking and other websites. These cookies may also be used for advertising purposes.

YouTube: We use YouTube® to post videos from our events and activities. See below on how to opt out of ads and tracking on YouTube.

These technologies may be placed by us or by third parties or service providers we authorize. We only authorize third parties to place these technologies on our Sites if those authorized third parties abide by our confidentiality and security requirements described below. 

WHAT BENEFITS DO I RECEIVE FROM COOKIES?
Overall, the use of cookies allows us to operate and optimize our site and keep it secure.  Non-essential cookies such as for performance, functionality, analytics and customization help to give you a more personalized experience at the Sites. The information is used to keep our Sites fresh and relevant to you. Cookies also allow you to avoid retyping your email address and password each time you access the Sites. We may also use cookies for targeted ads and these help us provide content and ads that may be of interest to you. You can opt out of these ads at any time as described below.

  • Selecting an option on your browser to reject cookies, however, some portions of the Sites may require certain Personal Information such as to create an account, register, donate, or to access certain areas of the Sites. In such cases, we ask that you register and provide us with basic information on our registration page, or sign in if previously registered. Cookies enable our server to know that you are a registered user; and will eliminate the need for you to log in each time you access our Site. In addition, our registration system may require that you accept the cookies from the Site in order to access that portion of the Site.

Targeted Ads and Sale of Data Opt-Out Signals:  HLSR recognizes and honors opt-out preference signals that meet certain legal requirements, such as the Global Privacy Control (GPC), as a user opt-out request for targeted advertising and sales of data when we can link the opt-out signal to an individual.

Our Sites will still work if you disable cookies in your browser. Please note disabling cookies on your browser may impact the operability of our Sites and other websites you visit and disabling cookies will not disable certain other technologies (such as web beacons, clear gifs, and single-pixel gifs), which HLSR uses on our Sites to support our operations and the security of our sites.

USE OF PERSONAL INFORMATION
We believe in protecting your privacy and use your Personal Information only as needed and as described below.

We (or our service providers vetted by us) use Personal Information about you for the following purposes:

  • Register you on our Sites and to create and manage your account; Accounts can be created to purchase tickets, to become a member and to utilize other Site functions.
  • Process ticket and merchandise purchases and other transactions, including Rodeo tickets and when you purchase merchandise from us.
  • Organize volunteers that are interested in volunteering at the Rodeo and other HLSR events.
  • Livestock Sales administration including to process any sales.
  • Events, competitions and auction administration, including to run our many competitions and auctions, to plan and host HLSR events including coordinating travel and logistical planning.
  • Fundraising and to process donations as HLSR is a nonprofit and needs donor support to continue its events and operations.
  • Scholarships and Grants: we process your Personal Information when you apply for scholarships or grants from us.
  • Communicate with you and provide information about our education and advocacy initiatives, updates, and our news. As part of your experience on our Sites, you may receive communications from us related to products and services that might interest you. While we believe these services will enhance your experience at our Sites, you will at all times be able to opt out from receiving these communications as described below.
  • Respond to your inquiries such as when you exercise any privacy rights described below or when you contact us with questions, including through the use of AI powered chatbots
  • Target Ads: to deliver advertising to people who are likely to support us or are interested in our activities and to improve our targeted advertising we may use aggregated ad performance data like views, click, and conversions.
  • Matching: we may match specific and/or aggregated Personal Information with third party data to provide you with product and content offerings that interest you and improve our advertising and marketing efforts.
  • Site optimization and improvement: we analyze our website and app usage to improve our content, and to personalize the content, layout and services on the Sites.
  • Security and Fraud Prevention: we may use Personal Information to protect our Sites and site users and to prevent fraud related to our Sites, accounts and operations.
  • Legal Requirements: As a nonprofit, HLSR must submit donation reports to governmental entities and fulfill other legal obligations, such as complying with Your Choices and Privacy Rights described below. To do this, HLSR uses your Personal Information to fulfill those obligations (e.g., ensuring that your information is deleted from our systems if operationally feasible and consistent with applicable laws). In addition, HLSR may need to use your Personal Information to prevent fraud or to protect our or others’ rights.

We may use chatbots that are powered by AI to respond to your questions, to provide customer support, recommend topics to you, or for other purposes related to your use of the Sites. These recommendations or your chatbot use do not result in any profiling or significant decisions that will impact you. 

We may de-identify Personal Information (so that you can no longer be identifiable) to proactively minimize the data in our possession when such identifying data is no longer needed. We may also de-identify data to remove it from records that must be retained for legal purposes when you request us to delete your Personal Information. We may use de-identified data for research purposes, to show the impact of HLSR and for advocacy, fundraising, sponsorships and other mission-related purposes. When we de-identify data permanently for privacy purposes, we will use it only in its de-identified form and will not attempt to re-identify the information.

DISCLOSURES OF PERSONAL INFORMATION

As part of operating the Rodeo and our Sites, we disclose your Personal Information to our affiliates, authorized service providers, sponsors, partners and certain third parties as described below.

Affiliates: We may share email lists including individual contact information with our affiliate, HLSR Community Coalition, so that HLSR Community Coalition can contact you about their activities. 

Sponsors: We may disclose Personal Information to our sponsors for their own business purposes including to send you marketing communications and targeted ads. In exchange, we may receive money or something else of value to HLSR from these sponsors/partners. You can opt out of these communications as described below.

The Rodeo may disclose aggregated user statistics in order to describe our services to potential sponsors, partners, other third parties, our affiliate companies, and for other lawful purposes. For example, we provide our sponsors/partners with aggregate information about our users, such as “2,000 people viewed your ad today.”

PRCA Rodeo: We may disclose Personal Information with the Professional Rodeo Cowboys Association (PRCA) to register their members for our events, to process payments for these registrations, for contestant and scoring information from our events, for auction committee information and for other mission-related purposes as PRCA members are involved in many of our events and activities.

Service Providers: We have arrangements with third party service providers, such as auction providers, chatbots, competitions providers, website hosting services, website and mobile app analytics providers, credit card processors to operate our Sites, to process sales, donations and other transactions; for advertising, communications and marketing support services, shipping companies, and fulfillment services and for our other operational purposes. In these instances, we may be required to share Personal Information with that service provider in order to provide the service. These third party service providers are required to protect Personal Information and are not authorized to retain or use Personal Information for any purposes unrelated to providing the service.

Third Party Advertisers: HLSR may display targeted advertisements to you on non-HLSR platforms, third-party websites, and social media sites, such as Meta/Facebook, Instagram, LinkedIn, Snapchat, TikTok, YouTube and X (formerly Twitter) to increase support and interest in HLSR our auctions, competitions, events, scholarships, grants and to fundraise. Interaction information collected includes the type of content users view or interact with, website features used, and which actions are taken with them, the time, frequency and duration of activities on our website, information related to your use of and interactions with our website, ticket purchases (such as quantity, price and artist detail) and referring traffic sources (such as google.com, email or paid advertising). Other non-HLSR platforms used to advertise include audio streaming platforms (such as Spotify, iHeart, Audacy, Pandora, Speaker, Acast, Cox, Cumulus Media, Audiology, BBC, DAX, TuneIn, SoundCloud, SXM, AccuRadio) and video streaming platforms (such as Hulu, YouTube, Disney+, Peacock, NBC/NBCU, FOX/OneFOX, HBO Max, Discovery, Paramount, A&E, AMC Networks, Big 10 Networks, CBS, Bloomberg, DirecTV Stream/AT&T TV, Roku, Dish Sling TV, Dubo, Hallmark, MLB, NFL Network, PlutoTV, Tubi, YouTubeTV).

We target our advertisements to effectively and efficiently reach people who are most likely to be interested in these HLSR activities. In doing so, we may share your Personal Information with third-party advertisers to serve targeted advertisements to specific individuals (i.e., one-to-one matching), including you, or to display ads to people who are similar to specific individuals (i.e., “look-alikes”) who have engaged with HLSR. These practices help us engage in effective marketing, fundraising and advocacy operations and enable our teams to communicate more effectively with known and prospective attendees, volunteers, scholars/grantees and supporters. Personal Information shared with these third-party advertisers are hashed to improve privacy. Hashing data refers to the practice of scrambling data in a pre-defined manner to make it more difficult to recognize. We only share hashed data with third-party advertisers that promise to hold HLSR-provided information confidentially and securely, and promise not to use HLSR-provided information for other purposes.

Legal Requirements: We may share Personal Information with third parties when required by law or subpoena, or if we reasonably believe that such action is necessary to (i) comply with the law and the reasonable requests of law enforcement; (ii) to enforce our Terms of Use or to protect the security or integrity of our Sites; and/or (iii) to exercise or protect the rights, property, or personal safety of HLSR and our employees.

Business Transaction: We may take part in or be involved with a business transaction, such as a merger, sale of the organization’s assets or shares, reorganization, financing, change of control, or acquisition of all or a portion of our organization by another organization or third party, or in the event of a bankruptcy or related or similar proceedings. We may disclose Personal Information to a business partner during the negotiation of or in connection with such a transaction, but, to the extent permitted by applicable law, we will only disclose such data upon the third party agreeing to the same or stronger protections of your Personal Information than are set forth in this Privacy Policy. 

Third Parties Collecting Personal Information: This Privacy Policy only addresses the use and dissemination of information that we collect from you. To the extent that you disclose any information to other parties, whether through, for example, online auctions, chat rooms, personal ads, or the like, through third party services or promotions offered on or through the Site or through other websites throughout the Internet, different policies may apply and the Rodeo shall not be responsible for the use or dissemination of such information.

GDPR
If you are located in the European Union (“EU”) and your personal data (term used for Personal Information in the EU) is processed by data controllers in the EU, your personal data is protected by the General Data Protection Regulation (GDPR). HLSR has agreements with the PRCA and certain Sponsors that are also data controllers in the EU and HLSR is acting as a processor for these controllers and may transfer your personal data to them as part of HLSR’s agreements with them or they may transfer personal data to HLSR for our processing. 

The information presented in this section of the Privacy Policy applies only to EU residents.

If you are an EU resident, you need to be aware that the personal data that we collect about you may be transferred to and processed by recipients that are located outside the European Economic Area, some of which are certified under the EU-U.S. Privacy Shield, and some not. We will take applicable and appropriate measures, including standard contractual clauses, to ensure that transfers out of the EEA are adequately protected as required by applicable data protection law.

We will retain your personal data that we collect as described in the previous sections of this Privacy Policy as long as necessary to provide you with the requested services and notifications. When you unsubscribe, unless an exception applies, we will take steps to remove your personal data from our systems consistent with applicable GDPR requirements (generally 30 days unless extended up to 90 days). We will make reasonable attempts to comply with such requests where applicable but may refuse requests where we are otherwise legally required to retain the data or where the requests are unreasonably repetitive, require disproportionate technical effort, or risk the privacy of others.

INTERNATIONAL DATA TRANSFERS

HLSR is based in the United States. Certain partners, sponsors and service providers may transfer Personal Information outside of the United States and may process and/or store Personal Information outside of the United States in order to provide products and services to HLSR or when sponsoring or partnering events. We take steps, including through contracts, meant to provide protection consistent with applicable law and with this Privacy Policy. By using the Sites, you understand and agree to your Personal Information being transferred, processed, and stored within the United States as well as other jurisdictions where our service providers, sponsors and partners may transfer Personal Information.

YOUR CHOICES AND PRIVACY RIGHTS REGARDING YOUR PERSONAL INFORMATION

Depending on where you reside, and subject to certain legal limitations, you may have some or all of the following rights in relation to the Personal Information we have collected or processed about you. Please note that some states in the U.S. have privacy laws that afford residents the right to opt-out of profiling or automated decision-making that have legal or similarly significant impacts; we do not conduct these types of activities.

We will make reasonable attempts to comply with your privacy rights requests but may refuse requests where there is risk to the privacy of others, that are impractical, that are unreasonably repetitive, that require a disproportionate technical effort, or where prohibited by law.

Right to opt out/withdraw your consent from marketing. When you sign up for HLSR communications, updates, news or other marketing communications, you can withdraw your consent to these communications at any time by contacting us at Privacy@houstonrodeo.com.

You can also withdraw your consent to these communications in the email that you receive from us, by clicking on the “Manage Preferences” or “unsubscribe” button at the bottom of any our emails.

You may also opt-out altogether from providing Personal Information to us by not registering on the Sites and thereby not providing Personal Information. You may also choose at a later date to have your name removed from our database.

Right to opt out of any targeted advertising: You have the right to opt-out of the use of your Personal Information for targeted advertising purposes.

Right to know/access. You have the right to ask whether or not we collect or process Personal Information about you, and, if we do, to request access to your Personal Information. You have the right to find out what Personal Information we have collected about you, the purpose of the collection and who else we have shared this data with. Your access may be restricted, though, by other people’s rights and interests.

California Shine The Light Law

Residents of the State of California may ask us to provide them with a list of the types of Personal Information that we have disclosed during the preceding year to third parties for their direct marketing purposes, and the identity of those third parties. If you are a California resident and would like such a list, please contact us at the address provided below. For all such requests, please indicate “CA Shine the Light” in the subject field of your request. You must also include your full name, email address, street address, city, state, and zip code.

Right to correct. You have the right to correct inaccurate Personal Information concerning you. You also have the right to ask us to make complete Personal Information about you that is incomplete.

Right to delete. Subject to limitations in applicable law, subject to the rights of other individuals and consistent with membership policies, you have the right to request that we delete or erase your Personal Information. Please also see below on how you can delete your data from our mobile app.

To delete user data from our mobile app:

  • AXS – In the mobile app, go to the Tickets option in the menu, login to AXS with username and password, click on the top right, tap on delete AXS account, fill out the form fields and then press Submit
  • Carnival – In the mobile app, go to the Menu and choose Carnival. Login with your mobile number and password. Once logged in, in the top right choose the icon with three dots. Select My Account. On that page, there is a button to Delete Account.

  • Membership – In the mobile app or website, go to the Menu and choose Membership Login. Login with your username and password, click on Contact information, click Edit to delete any information on your profile. To request account deletion, please email Privacy@rodeohouston.com

Right to restrict processing/limit use and disclosure of sensitive Personal Information. You have the right to restrict the processing your Personal Information in certain circumstances. Please understand, however, that certain Personal Information processing is inherent to how our Sites work and if you request its restriction, we may have to delete your account. HLSR processes limited sensitive Personal Information but to the extent we are processing your sensitive personal information, you can request that we limit this processing unless an exception applies, such as the information is necessary to provide a service to you.

Right to a copy/data portability. You have the right to receive from us the Personal Information that we’ve collected about you, in a structured, commonly used and machine-readable format subject to legal and operational exceptions.

Right to object. You have the right to object at any time to the processing of your Personal Information that you provided to us and we can be required to no longer process your Personal Information.

Right to not be discriminated against. You have the right to not be discriminated against by us for exercising any of the above rights.

SUBMITTING A PRIVACY RIGHTS REQUEST: You may submit a privacy rights request to us, or authorize another party to do so on your behalf, as follows:

  • Contact us. You may submit a request to us, or you may authorize another party to do so on your behalf, by contacting us at Privacy@rodeohouston.com.
  • Identity verification. When you or your authorized agent submit a request, we will need to confirm your identity. We may contact you for additional information to verify your identity.
  • Appeals. If we deny your request, you may appeal our decision within a reasonable period after we have notified you by contacting us at Privacy@rodeohouston.com. We will review and provide a written explanation for our response in compliance with applicable legal requirements.

LINKS TO OTHER MATERIALS
The Sites may contain links to the websites of third parties, including social media sites. HLSR is not responsible for and has no liability for the functionality, actions, inactions, privacy settings, privacy policies, terms, or content of any such websites. Before accessing any third-party website or sharing content via a social site, HLSR strongly recommends that you review and understand the terms and conditions and privacy policies of such third-party website. Any links to third-party websites do not constitute an endorsement by HLSR of the third-party website, products, or services. Your use of third-party websites and resources is entirely at your own risk.

SOCIAL MEDIA

We include buttons or links on our Sites from third-party social media platforms, which allow users to interact with and/or share content, or like our posts on these platforms. Your interaction with these third-party platforms allows them to collect some information about you through cookies or other tracking technologies they place on your device. In some instances, these platforms may place cookies, pixels or similar technologies on our Sites that allow them to recognize you even when you do not interact with their platform. CHILDREN’S PRIVACY
HLSR cares about the safety of children and their use of the Internet. Therefore, in accordance with the Children’s Online Privacy Protection Act of 1998, we will not knowingly request or collect Personal Information from anyone under the age of 13 without verifiable parental consent. In the event that we receive actual knowledge that we have collected such Personal Information without the requisite and verifiable parental consent, we will delete that information from our database as quickly as is practical. If you believe that we have any personal information from a child under 13, please contact us.

SECURITY
HLSR  maintains industry standard safeguards to ensure the security, integrity and privacy of the Personal Information that you provide to us and our Sites. Importantly, no security system or website is impenetrable and we cannot guarantee the security of our systems and Sites.
